Chernobyl is a Moray Eeel. A Fimbriated Moray Eel, to be exact.

Six feet two inches of typical lanky, athletic man of indeterminable age.
Dressing himself in the usual fashions made popular by modern day stores, he often comes across as a snarky and arrogant little punk.
His manners consist of silence mostly, but socially speaking he isn't as awkward as he appears. Often waiting for someone to speak to him, he might appear standoffish.
Stupidity triggers a knee-jerk reaction, which can be translated into assholisms and "trolling".
His snout is long, with a distinct and characteristic underbite--internally speaking, he had teeth along the first half of both jaws.. which over lap in a monster-like fashion. His smile is far from appearing as such, though. His eyes are "wall-eye" like.. giving the appearance that he might be blind. (Oh, he also wears glasses!)
Hair is like a mop of black hair about his "features"... nothing special except the cool blue frosting on the tips.
He is a Fimbriated, which gives him a striking appearance across his cool "wet"-feeling flesh. Spots, stripes and a hypnotic blue tint along his long doral sail.. Oh, and his face, yeah it's a yellowish tint that fades as it heads toward his neck and shoulders...
His fingers are far longer than a typical anthro's, tipped in "glass like" claws. His legs are not digitigrade.. with talons the same "glassy" appearance as his claws are..
And on a side note, his jaws have the ability to unhinge, allowing him to swallow larger prey/food.
Mood swings are to be expected, though not often dipping below the line of "disinterested" and "distant".
